We are committed to maintaining open communication throughout the collective bargaining process with the Newburgh Teachers’ Association (NTA). This page serves as a hub for accurate, timely information about the negotiations and the steps we are taking to reach a fair and sustainable agreement.

OUR COMMITMENT
Our goal remains the same: to work collaboratively with our educators to find common ground and ensure that any agreement supports both staff and the long-term health of our district.
Negotiations between the district and the NTA began in February 2025, as outlined in the NTA contract. Although the process has reached an impasse, both parties will now participate in mediation to help reach a successor collective bargaining agreement.
Ongoing negotiations don’t change one thing — we value our teachers and honor our retirees.
CURRENT CONTRACT STATUS
The existing contract expired on June 30, 2025. However, under the New York State Taylor Law’s Triborough Amendment, all terms and conditions of employment—including salaries, step increases, and benefits—continue without interruption until a new contract is ratified.
This law ensures that teachers’ pay and benefits remain in place during negotiations, providing stability for staff and families alike. While this helps maintain continuity, it can also reduce the urgency for either party to finalize a new agreement.
"The collective bargaining agreement with the teachers, had a nominal expiration date on June 30, 2025. However, under the New York State Civil Service law, Section 209a1e, it extends all of the terms the contract until the next contract is reached, so there is always a contract in place. As a practical matter, teachers advance a step on the salary schedule. If they earn more credits, they pay for the more credits they earn up to a cap of $400,000 in the aggregate per school year. If they reach a longevity plateau, they get paid for longevity. All of their benefits, all of the emoluments of employment continue as if the contract was still in effect. And that has been the law in New York since 1981. So when it said that the teachers are working without a contract, that's not true. The contract is extended by law. What is different would be changes to the contract. Will there be an increase to the salary schedule? Will there be changes in any of the rights issues covered by the contract? All of that is negotiable. And the parties have bargained in good faith. There are no charges of an unfair labor practice that have been leveled by the teachers against the district or the district against the teachers. There are some deep impasse issues that have been placed before a mutually selected mediator who's very skillful. The parties met with this mediator most recently on October 3rd, will meet again on October 16th and the parties are committed to meeting to try to forge an agreement in the interest of the students, the school community, certainly the teachers. And also, it's important to know that this Board of Education's policy has not threatened to have the contract other than fully retroactive to July 1. So, it's just a matter of time. FREQUENTLY ASKED QUESTIONS
Negotiations are taking place between representatives from the Newburgh Enlarged City School District and the Newburgh Teachers’ Association (NTA). Each side has a team authorized to negotiate on behalf of its respective members.
Our focus is always on what matters most: our students. We are working to reach a fair agreement that allows the district to continue providing high-quality educational experiences while supporting our staff and maintaining our district’s financial stability.
Schools will continue operating as usual and teachers will remain protected while discussions proceed.

The most recent contract between NECSD and the NTA was ratified by teachers and approved by the Board of Education in December 2023. The two-year agreement (2023-2025) provided annual salary increases, enhanced longevity pay, and adjustments to district contributions toward benefits.
Before the agreement was finalized, district staff and members of the NTA engaged in a series of negotiations in fall 2023. At the start of the 2023-24 school year, teachers and supporters rallied for a new contract while working without an agreement.
Following several bargaining sessions, both sides reached a tentative agreement that was ratified by NTA members and approved by the Board of Education in December 2023. The contract helped restore stability and provided clear compensation and benefit structures through the 2025-26 school year.
NECSD had the highest teacher pay increase among all districts in our county in 2023-24, at 3%. That outpaced Orange-Ulster BOCES, Monroe-Woodbury, Goshen, Washingtonville, Cornwall, Wallkill, and Marlboro.
The district also continues to provide the best overall benefit package in the county, reinforcing its commitment to valuing and supporting its educators.
Like many districts across the state, NECSD faces significant funding uncertainty at both the state and federal levels. Additionally, two years ago, voters did not approve the district’s budget.
The district must also account for potential changes in state aid and other revenue sources that could impact future budgets. This underscores the need for the district to remain as fiscally responsible as possible.
The district’s staffing levels are determined based on enrollment trends and a comprehensive staffing analysis. Over the past several years, enrollment has declined, resulting in a decrease in the number of teachers from 1,150 to 965.
This school year, however, staffing has increased again to 1,034 teachers as student needs have shifted, reflecting our commitment to maintaining appropriate class sizes and supporting high-quality instruction while remaining fiscally responsible. .
The NTA and NECSD mutually agreed that bargaining had reached an impasse.
The district and NTA participated in mediation, guided by a state-appointed mediator that both parties mutually agreed upon. Through continued dialogue and cooperation, we are optimistic that both sides can resolve the remaining issues and finalize a new agreement.
There have been many issues discussed in the negotiations and the mediator, Melinda Gordon, Esq., has worked hard to guide the parties towards an agreement. She was mutually selected by the District and N.T.A. and has years of experience as a mediator and arbitrator. Before that, she was employed as an attorney by the New York State United Teachers (NYSUT). She decided, with the approval of the parties, to issue a Mediator’s proposed Memorandum of Agreement, which if accepted by both, would result in a new contract retroactive to July 1, 2025. She asked each party to advise her if they accepted her proposed Memorandum of Agreement by 2 p.m. today. The District informed the mediator that it was accepting her proposed Memorandum of Agreement.
