Hello NECSD Community,
We know there has been ongoing discussion regarding the status of the Newburgh Teachers’ Association (NTA) collective bargaining agreement. In an effort to ensure transparency and keep our community well-informed, we have created a dedicated information page that will be updated regularly. This page also includes a section for frequently asked questions to help clarify the process and address common concerns.
The teachers' union and the district bargaining team reached an impasse in June 2025, more than two months before I returned as Superintendent. In collective bargaining, an impasse occurs when the negotiating parties mutually agree that they can no longer make progress toward an agreement despite sincere, good-faith efforts to resolve their differences. Once an impasse is declared, no new terms or proposals can be introduced by either party. That process began well before my tenure resumed.
Under my leadership, the last NTA Collective Bargaining Agreement had the most favorable salary increase among contracts settled by Orange County Public School Districts and the best in our school district since before the Great Recession of 2008. This agreement, proposed by the independent mediator, would continue that trend, which is why I recommended its acceptance instead of moving to the next official step in the bargaining process.
As part of past bargaining practice, we have traditionally focused on the NTA contract first, followed by concerns from the Teaching Assistants and then the Substitutes. This year, this approach was reviewed with the mediator, and we followed the recommendations of both the unit and the mediator. Out of respect for their request, this has remained the district’s focus. We looked forward to meeting with the mutually agreed upon mediator again on December 15, 2025, to conclude the mediation of the Teaching Assistant’s contract, but we have been informed that the date is not good for the NTA, and we have not been provided with an alternative date.
We appreciate the community’s continued support and will provide updates as negotiations progress. As we move forward, we remain committed to fairness, open communication, and working collaboratively toward a contract that supports our educators and strengthens our schools.
