Public Statement About Newburgh Teachers' Association Mediator's Proposed Settlement
PUBLIC STATEMENT ABOUT NEWBURGH TEACHERS' ASSOCIATION MEDIATOR’S PROPOSED SETTLEMENT

Dear NECSD community,
This District and the Newburgh Teachers’ Association (N.T.A.) have been negotiating terms for a new teachers’ collective bargaining agreement since late February of this year. The Board of Education has changed in its majority since the beginning of negotiations, and an impasse was declared before the current Board of Education was seated. I returned to Superintendency on September 3, 2025, and have participated in mediation sessions, most recently on November 4, 2025.
There have been many issues discussed in the negotiations and the mediator, Melinda Gordon, Esq., has worked hard to guide the parties towards an agreement. She was mutually selected by the District and N.T.A. and has years of experience as a mediator and arbitrator. Before that, she was employed as an attorney by the New York State United Teachers (NYSUT). She decided, with the approval of the parties, to issue a Mediator’s proposed Memorandum of Agreement, which if accepted by both, would result in a new contract retroactive to July 1, 2025. She asked each party to advise her if they accepted her proposed Memorandum of Agreement by 2 p.m. today. The District informed the mediator that it was accepting her proposed Memorandum of Agreement. We are awaiting a response from the N.T.A. negotiating team. We hope to hear that response by tomorrow evening’s Board meeting.
We will not be disclosing the terms proposed by the mediator at this time out of respect for the union’s need to meet with its membership regarding the details before the public receives that information.
