Review of Exceptional Learners (Special Education)
Dear NECSD faculty, staff, and families,
The Division of Exceptional Learners issued a Request for Proposals (RFP) to conduct an audit of Special Education Programs, Systems, and Services. During the Board of Education meeting on March 24, 2026, the Board accepted the audit proposal submitted by Educational & Management Services Inc. (EMS).
The district has initiated this internal audit to ensure that our programs are meeting the highest standards of compliance, efficiency, and student success. Specifically, this review aims to identify gaps in service delivery, ensure equitable access to resources for all scholars, and align our internal procedures with the most current state and federal mandates.
The audit will encompass several key components, including visits to various programs, interviews with staff and administrators, a survey of stakeholders, an analysis of performance indicators and other state reporting data, a review of Individualized Education Programs (IEPs) and CSE/CPSE procedures, meetings with parent groups, requests for various documents and procedures, and the utilization of prereferral intervention strategies.
The Division is currently collaborating with the EMS team to develop a visitation schedule, which is expected to begin in May. The EMS team will provide a written report detailing their findings and recommendations. They will also present these findings at a public portion of a future Board of Education meeting, and the report will be made available to the public.
