Dear NECSD students, families, faculty, and staff,
As we prepare for the upcoming school year, we're looking forward to fostering a focused learning environment across the Newburgh Enlarged City School District. This fall, in alignment with a new statewide initiative from Governor Hochul, schools throughout New York will be emphasizing dedicated, distraction-free learning time during the school day.
Our district leadership has always deeply valued the professional insights of our administrators and teachers. In fact, their valuable feedback led to the development of our own plan in 2023, designed to minimize personal electronic device use and enhance focus in our classrooms. We're proud that the proactive approach of our district leaders has even garnered attention for our students, teachers, and administrators in local, regional, and national discussions on this important topic.
This new state initiative will bring a few thoughtful adjustments to our existing protocols. However, thanks to our ongoing efforts and preparation, our district is well-positioned and enthusiastic to embrace a truly distraction-free school day right from the very first day of school.
We understand that for some families, the idea of these new protocols might bring a few questions or even a little hesitation. Change can always take a bit of getting used to, and we truly appreciate you considering the 'why' behind these adjustments. Our commitment to creating a learning environment where every student can truly thrive is at the heart of these decisions. We firmly believe, based on extensive research and our own experiences, that when distractions are minimized, students' academic focus deepens significantly, leading to more effective learning and stronger outcomes. Beyond academics, we see a positive impact on mental well-being, as students can engage more fully with their lessons and each other without the constant pull of external notifications. This, in turn, truly nurtures healthy social development, encouraging more genuine face-to-face interactions and collaborative learning experiences that are vital for growth.

Frequently Asked Questions about Bell to Bell Device-Free Schools
What is an internet-enabled device?
An internet-enabled device is one that is capable of connecting to the Internet and enabling the user to access content online. This includes, but is not limited to smartphones, tablets, smartwatches (and other wearable devices), iPads, laptops, etc.
What does Bell to Bell mean?
Bell to bell refers to the standard school day. The expectations outlined in this policy and protocol will be in place from the time students enter the school building for the day to the time they exit the school building for their standard school day. Students who remain at school for after-school activities can access their personal internet-enabled devices after school as appropriate.
How will it work for elementary students (grades PreK-5)?
All personal internet-enabled devices and other electronic devices must be turned off and put away during the school day. The Bring Your Own Device protocol will no longer be active for most students. Students will have access to district provided Chromebooks throughout the day.
How will it work for secondary students (grades 6-12)?
All personal internet-enabled devices must be turned off and stored in locked pouches. Devices must be turned off and out of sight during the school day while on school district property. Students will have access to district provided Chromebooks throughout the day.
Per NYSED regulations, the use of personal devices during the school day is not permitted. The Bring Your Own Device (BYOD) protocol will no longer be in effect for most students. Secondary students may use NECSD-issued Chromebooks for in-school work as needed.
Students are strongly encouraged to leave personal devices at home. If personal devices are seen during the school day, students may be asked to turn them in to the main office. Please note that personal laptops or other large devices will not be able to connect to the school or district Wi-Fi and must be turned in upon arrival. These devices can be picked up from the main office at the end of the day.
How can students and families communicate throughout the day?
Parents and guardians are encouraged to communicate with teachers through platforms such as ClassDojo, email, or other designated tools. If a student needs to contact their parent or guardian during the school day, they may visit a school staff member—such as the principal, assistant principal, school counselor, school psychologist, school social worker, or school nurse—to request access to their phone or use a landline.
Parents/guardians may also call the school’s main office to leave a message for their child if needed.
Are there any exemptions to this policy?
Requests for exemptions will be made on a case-by-case basis for those with a documented healthcare need or when otherwise required by law, such as when such use is required by a student’s Individualized Education Program (IEP) or a Section 504 Plan.
Students seeking an exemption due to medical reasons should contact their school nurse for assistance.
Is there a policy supporting this information?
Yes, the Board of Education approved Policy # 5137: Use of Internet Enabled and Other Electronic Devices, on July 31, 2025, in accordance with the governor’s new law.
