Important Update on the NYSHIP Dependent Eligibility Verification Project:

     If you have not received an eligibility confirmation letter from Budco or from the Department of Civil Service, please make sure that you complete the form that was sent to you and submit the required documentation to the Department of Civil Service before March 12, 2010 at the following address: NYSHIP Dependent Eligibility Project New York State Department of Civil Service P.O. Box 13193 Albany, NY 12212-3193. Additional information about documentation requirements can be found at www.cs.state.us/nyshipeligibilityproject/. If you have not received an eligibility confirmation letter from Budco or from the Department of Civil Service which states that all of your dependents are eligible and it has been more than three weeks since you sent in your documentation, please call the Department of Civil Service at 1-800-409-9059 Monday–Friday 8:00am-5:00pm (only if it has been more than three weeks since you submitted your documentation. ) Please note: The Dependent Eligibility Audit ends March 12, 2010. Ineligible dependents will be removed as of February 1, 2009.

Retirement Planning Seminar Schedule
The New York State Teachers’ Retirement System (NYSTRS) released its schedule of statewide Retirement Planning Seminars for Winter/Spring 2010. The daylong seminars are scheduled from 8:30 am to 3:00 pm and feature presentations and discussions on NYSTRS benefits, Social Security, financial planning, adjusting to retirement, legal considerations and other retirement related topics.

The seminars are free and are open to all NYSTRS members. Spouses or companions are also encouraged to attend. Reservations are required and photo identification must be presented at the seminar. (Please note that seminars are not designed for one on one retirement counseling.)

Important Information to all CSEA Dental and Vision Enrollees:

In the next few weeks, the Civil Service Employee Benefit Fund will be issuing new Dental/Vision insurance identification cards. These cards will now be used in place of your social security number when you visit a provider or make an inquiry regarding your Dental and Vision benefits. You will be provided with two cards, which for CSEA union members will have the enrollee’s name, CSEA ID # and EBF #. Please use the new Dental/Vision insurance identification card when visiting your Dental and Vision providers. Additional information concerning the cards will be included with the new cards. Please note that all replacement cards must be issued through the CSEA Employee Benefit Fund. If you would like more information regarding the new CSEA Dental/Vision cards, please contact the CSEA Employee Benefit Fund at 1-800-323-2732.

Update on Dependent Eligibility Verification Project:
If you have not submitted documentation to Budco to verify your dependent(s) eligibility, please note you have until January 15, 2010 to do so. If your dependents were verified as eligible, you should have received a confirmation letter from NYSHIP. If you have not received a confirmation letter, please contact Budco at 1-888-358-2198 to verify that all of your information has been received.

Important Information for Employees and Retirees
     If you have received a letter from Express Scripts in regards to our previously administered prescription drug plan through the NYS Empire Plan, please take note of the following:
     The letter you have received is a legitimate letter and you should contact the Kroll group at (866) 795-9350 Monday- Friday 8:00 am- 5:00 pm (Central Time). They will advise you on some pre-cautionary measures you can take, such as requesting a free copy of your annual credit report and reviewing it for any suspicious activity. The letter also lists other important precautions that can be taken to help safeguard your personal information.

Dear Enrollee:
     Your employer-sponsored health insurance provided through the New York State Health Insurance Program (NYSHIP) is a valuable benefit, but it is also costly to provide. It becomes more costly, to you and your employer, when NYSHIP is asked to pay benefits for individuals who are not eligible for coverage.

     NYSHIP will conduct a Dependent Eligibility Verification Project to help ensure that every participant who receives benefits is entitled to those benefits. During the course of the project, NYSHIP enrollees with family coverage will be asked to document the eligibility of all enrolled dependents. Consistent with industry best practices for dependent eligibility audits, a Special Amnesty Period has been established through legislation. The amnesty period will occur before verification of dependent eligibility is required. Enrollees who remove ineligible dependents during this period will be held harmless. It is extremely important that you carefully read all material you receive about this project and respond to all requests before the deadlines. If you have ineligible dependents, it is in your best interest to report them during the Amnesty Period. Also, it is very important that you provide documentation for each of your eligible dependents when it is requested. If you fail to do so, your dependents will be removed from NYSHIP coverage.

     The Department of Civil Service has contracted with Budco Health Service Solutions (Budco) to administer the Dependent Eligibility Verification Project. Budco is a national leader in this field and is located in Highland Park, Michigan. From April 3-13, 2009, Budco will mail information packets regarding the Special Amnesty Period to enrollees with family coverage. Allow seven to ten days for delivery. Please review all the information closely and report any ineligible dependents directly to Budco, no later than June 12, 2009.

     After the Special Amnesty Period ends, you will be required to provide Budco with documentation of the eligibility for coverage under NYSHIP for each remaining dependent. Budco will send you an information packet regarding Dependent Eligibility Verification requirements between July and September 2009. If you fail to respond or do not provide acceptable proofs of eligibility for your dependents, your dependents will be removed from coverage and you will be responsible for repaying claims paid under NYSHIP for those dependents as early as the date the dependent was first added to coverage. Other penalties could also be imposed. You will receive more detailed information with your packet of information regarding the Special Amnesty Period.

     Additional information about the project is available online at www.cs.state.ny.us/nyshipeligibilityproject/index.cfm. It will be updated periodically as new information and deadlines are available. Be sure to bookmark it and visit the web site regularly during the project.

Important Information for Empire Plan Enrollees
     Please note: In December, all Empire Plan enrollees should be receiving new cards in the mail. The new cards will have a new co-payment code. The co-payment code is being changed from A to D. This means that your medical co-payments will be going from $18.00 to $20.00 effective January 1, 2009. As of January 1, 2009, you should be using the new card. This code change applies to your medical co-payments. You should be receiving a publication, shortly, entitled “At a Glance 2009”, which will inform you of other changes to your plan effective January 1, 2009.

New Health & Substance Abuse vendor for the Empire Plan for 2009
     Effective January 1, 2009, OptumHealth Behavioral Solutions (OptumHealth) will be the Mental Health and Substance Abuse vendor for the Empire Plan. Effective November 10, 2008, enrollees and covered dependents may verify the network status of their MHSA providers in OptumHealth’s network by calling the NYSHIP’s Empire Plan toll free number (1-877-769-7447), selecting Option 3, and then selecting the 2009 MHSA option for OptumHealth. Also Empire Plan enrollees and covered dependents will be able to check the status of their providers in OptumHealth’s network online at www.EmpirePlanMHSA2009.com
